Kathryn Sibley Horton
Director for Research and Evaluation
Kathryn Sibley Horton is the Director for Research and Evaluation with the Family Support Services division of the Texas Health and Human Services Commission. Her area provides evaluation, data, and technical assistance to support quality outcomes for families across all FSS programs. Sibley works extensively with professionals at HHSC, in higher education, other state agencies, and other organizations across Texas.
